A scam?

Is this as big of a scam as I think it is?
I downloaded the app, then tried to take a picture & I was asked to verify my account. Once that was done, I was prompted to buy the ability to take videos and pictures. Done! Still nothing. Click on the picture icon, same prompts!!!!
Am I missing something or do they expect ppl to pay them every time they tap on an icon?
